NTS admits it can't see offshore data. First ruling-party deferral bill filed October 15. Government meets exchange CEOs. Deputy PM softens again.
At the October 13 NTS audit, Commissioner Lim Kwang-hyun confirmed the tax guidance will be ready around November and that 2027 gains would be filed in May 2028. He conceded that collection "can't be perfect" and that the NTS has limited access to offshore exchange data. Offshore perpetual futures gains are not named as taxable under current law. Exchange readiness varied: Upbit has started system work; Bithumb has not started; Coinone is waiting on guidance. Lim was named presidential chief of staff on October 14 — removing the strongest operational champion for collection at the NTS.
On October 15, DP Rep. Park Min-gyu filed the first ruling-party deferral bill — an Income Tax Act amendment pushing the start to approximately 2029, with 14 co-sponsors across the Democratic Party and Rebuilding Korea Party. On October 19, Deputy PM Lee Hyung-il said the government is "still gathering opinions" — a notable shift from his earlier "as scheduled" language. On October 20, the Ministry of Economy and Finance vice minister and FSC director general met the CEOs of the five KRW exchanges plus DAXA, where exchanges asked for a system-testing period before any start date.
The week's sharpest structural argument: gains from offshore crypto perpetuals and options are not taxable under current Korean law, because the law lists taxable items explicitly and does not cover these products. The domestic vs offshore asymmetry is now the core policy argument. The national Assembly petition stands at 53,809 signatures; around 512 investors are funding the campaign. The October 22 final NTS audit session — with the notice plan required to be reported — is the next formal checkpoint, followed by November NTS guidance.
27 unregistered exchange sites blocked. FSC/FSS declare offshore Korean-stock perps criminal. KOL referral links pulled within 48 hours.
On October 13, the Korea Communications Standards Commission approved blocking 27 unregistered offshore exchange websites following FIU/FSC requests. Named exchanges include KuCoin, MEXC, Phemex, BingX, BTCC, Poloniex, Bitrue, CoinW, ZoomEX, DigiFinex, Pionex, Blofin, Apex Pro, WEEX, BitMart and others. The test applied: active Korea-facing marketing, including Korean-language service and Korean events. 44 operators have been referred to investigators.
On October 16, the FSC, FSS and FIU issued a consumer warning specifically targeting offshore perpetual futures referencing Korean stocks and indices at 10–200x leverage. Soliciting Korean users via referral codes for these products was declared illegal and subject to criminal referral. Context: an offshore venue had listed KRW-denominated 10x perpetuals on 16 Korean large caps plus KOSDAQ 200 the same week, with a 3x KOSPI product among the most-traded contracts on Binance futures during the KOSPI crash. At least one large Korean KOL channel publicly stopped posting offshore perp referral links within 48 hours of the warning. Several KOLs reported withdrawing funds from second-tier offshore exchanges. Telegram-based wallet services were flagged as under review in the same regulatory package.
KOSPI -7.6% on October 15, circuit breaker triggered. Korean crypto traders rotate into domestic chip stocks. BTC holds $80–85K. Upbit share falls to 55.8%.
KOSPI fell 5.46% on October 13 (sell sidecar, SK Hynix -8.2% intraday) and then 7.57% on October 15 to 5,554.22, with a KOSDAQ circuit breaker also triggered. KOSPI and KOSDAQ together lost approximately ₩410.9T in market cap in a single session. Foreigners sold ₩3.634T on October 15. The dominant community story was prominent Korean crypto traders publicly rotating into Samsung, SK Hynix and covered-call ETFs during the crash. One widely followed derivatives trader reported buying ₩6B of Korean stocks with plans for ₩20B more, planning to cut crypto to 30–40% of holdings — forwarded by at least seven channels.
BTC held approximately $80–85K through the week, briefly dipping below $80K on October 15 alongside the equity crash, then recovering to $82.5–85K by October 18–19. US September CPI came in at 3.7% year-on-year (above the 3.6% consensus), with PPI and retail sales also above expectations. US spot BTC ETF net outflows were approximately $593M for October 12–16. The kimchi premium held around 0.8–1.42% through the week — positive but not driving a retail rush. Five-exchange weekly volume fell to approximately ₩16.4T, down 9.2% week-on-week. Upbit's share fell to 55.8% (down 5.1 percentage points), Bithumb's rose to 33.0%. Upbit 24-hour volume fell to approximately ₩704.9B on October 18.
StandX cancels token, closes January 2027. Abstract, Blur, Blast, Dango already shut. The no-token shutdown wave continues.
StandX, a perpetual DEX, cancelled its token on October 15, citing failure to reach top-3 perp DEX status. Its closure timeline: reduce-only from October 20; airdrop checker October 26; one-time DUSD distribution claim November 1–December 31; positions force-closed January 15, 2027; withdrawals end January 31, 2027. StandX joins a growing list of projects that closed without issuing a token — including Abstract, Blur (front-end closing November 12), Blast, Dango and Dmail. Each closure without a token leaves point-farmers with no liquid exit. The pattern is eroding trust in pre-TGE campaigns more broadly, with Korean community commentary turning bitter: "sunset is just a rug," "no token means we can't even short it."
Hyundai Card cross-border USDT pilot. KSD token-securities platform admits Avalanche. Mirae plans Korea's first tokenised private MMFs in Q1 2027. Supreme Court crypto-seizure rule effective November 1.
Hyundai Card sent $20K of USDT on Avalanche from the US to Mexico in approximately 7 minutes in a cross-border pilot. KSNET, Shinhan and Crypto.com launched a stablecoin payment proof-of-concept for inbound tourists. The Korea Securities Depository token-securities platform (built by Samsung SDS, targeting February 2027) will admit Avalanche, Hyperledger Besu and Fabric networks. Mirae Asset plans Korea's first tokenised private money-market funds and bonds in Q1 2027 — with Mirae owning Korbit, now operating as DigitalX. DigitalX plans to sell 112 BTC and 800 ETH (approximately ₩15.3B) by year-end. NH NongHyup Card and AhnLab completed an x402 agent-payment pilot. KB Kookmin Card and SBI launched a Japan–Korea payments partnership. Supreme Court Rule 3280 on crypto seizure and enforcement takes effect November 1, creating a standardised legal framework for creditors to access assets at domestic exchanges.
