Korea's capital gains tax is confirmed for January 2027 — removing the assumption of another delay. KOSPI posted its worst session since COVID-2020. Five major financial institutions moved on crypto in a single week. And for the first time, USD stablecoins are trading in KRW pairs on Korea's largest exchange.
Regulation

CGT January 2027 confirmed. Inheritance and gift tax included. Six-month realization window now active.

The Ministry of Economy and Finance included virtual asset capital gains tax in its annual tax reform proposal announced August 3. The January 2027 implementation date — previously deferred twice — is now formally committed. The reform also introduces inheritance and gift tax treatment for virtual assets, closing a gap that previously allowed large positions to transfer between generations without clear tax liability.

Korean retail has operated for two years under the working assumption that CGT would be delayed again. That assumption is now removed. The 2.5 million KRW (~$1,850) deductible cap limits exemption to smaller holders — large retail and institutional positions face full CGT exposure from January 2027. Korean crypto holders now have approximately a six-month window before realized gains become taxable. The inheritance and gift tax treatment was the detail most community channels focused on: estate planning for Korean crypto holders now has a defined tax framework for the first time.

Watch exchange volume data through Q4. If large-wallet realization behavior begins ahead of January 2027, it will show up as atypical volume and price patterns in tokens where Korean retail holds concentrated positions.
Market Event

KOSPI -10.1% July 28 — worst session since COVID-2020. USD/KRW touched 1,500. Kimchi premium went negative.

KOSPI fell 10.1% on July 28 to 6,073.49 — the largest single-session decline since COVID-2020 and a sub-1% probability event by historical drawdown standards. USD/KRW briefly touched 1,500 during the session. KOSPI partially recovered to approximately 6,360 by August 3; USD/KRW settled around 1,430. Korean community channels are now framing 1,430–1,500 as normalized rather than crisis territory.

In crypto markets: BTC/KRW reached approximately 90 million KRW (~$62K) during the crash. The USDT kimchi premium went negative at -0.2% — a signal of net domestic selling pressure and risk-off positioning, not a dip-buy. By August 3 the premium had returned toward zero. Multiple KOL channels are now flagging planned capital rotation from TradFi into crypto for August, citing the crash as a catalyst and the partial KOSPI recovery as confirmation of the thesis.

Institutional

Mirae Asset takes 97.15% of Korbit (now Digital X). Korea Investment Securities + OKX Ventures each at 20% of Coinone. Kakao + Toss pursuing Circle. FSC signals corporate VA access positive within the year.

Mirae Asset Consulting raised its stake in Korbit to 97.15%, relaunching it as Digital X — positioned by Chairman Park Hyeon-joo as a core pillar of the Mirae Asset 3.0 strategy. The FIU accepted major shareholder filings for Korea Investment Securities and OKX Ventures to each acquire a 20% stake in Coinone, pairing domestic compliance with global blockchain infrastructure. Kakao, KakaoBank, and Kakao Pay are pursuing Circle partnerships for KRW stablecoin infrastructure; Toss and Toss Bank agreed to jointly review Circle-based payment, remittance, and real-time settlement infrastructure.

The FSC signaled that corporate digital asset market access is "positive within the year" — a regulatory timeline for institutional market entry. Tiger Research also flagged early-stage discussions between Samsung SDS and Dunamu (Upbit) on blockchain-based stablecoin infrastructure. A Samsung SDS entry via Dunamu would combine industrial-scale enterprise IT with the leading Korean CEX distribution network.

Four institutional groups and two platform companies moved simultaneously, each occupying a different position on the value chain: Mirae Asset owns the exchange; Korea Investment Securities pairs domestic compliance with offshore infrastructure; Kakao and Toss are securing payment distribution networks before issuance rules are decided. All are converging on the February 2027 FSC tokenized securities framework deadline.

Digital Payment Infrastructure

The week of July 28–August 2 produced the most concentrated set of live Korean digital payment infrastructure events in the current cycle. The Bank of Korea participated in Project Agora on July 30 — the BIS real-transaction test for wholesale CBDC and deposit tokens in cross-border remittances, involving eight central banks and over 40 financial institutions. Toss Payments was selected as preferred bidder for a KISA deposit token payment project involving nine banks and eight electronic payment gateway providers, with Coupang and Woori Bank as named demand-side participants.

Coupang and Woori Bank completed a technical verification of real-time KRW stablecoin payments in a near-production environment. NHN KCP and Shinhan Bank verified deposit token payments in Project Hangang Phase 2. KB Kookmin Bank announced it is connecting to JPMorgan's Kinexys for cross-border blockchain payments. These are completion and selection events, not MOUs or PoC announcements. Korea is running two parallel digital payment rails simultaneously: a bank-led deposit token model and a privately-issued KRW stablecoin model.

Stablecoins

RLUSD and USDG debut in KRW pairs on Upbit and Bithumb. First institutional USD stablecoins on Korean exchanges. USDG: 15.9K announcement views.

RLUSD (Ripple) listed on Upbit on July 28 in KRW, BTC, and USDT — the first institutional USD stablecoin to trade in KRW pairs on Korea's largest exchange, added to Upbit's zero-fee stablecoin event on listing day. RLUSD and AEON listed on Bithumb on July 29. USDG (Global Dollar, issued by Paxos on Solana, backed by a consortium including Robinhood and DWS) listed on Upbit on July 30 with 15.9K announcement views — among the highest for any listing this cycle — and on Bithumb on August 4.

Korean exchanges have historically not offered direct KRW pairs for USD stablecoins. The simultaneous listings of RLUSD and USDG — both with institutional backing and regulatory registration — on both major exchanges in the same week is a structural opening. Community channels noted the timing directly: foreign USD stablecoins are now tradeable on Upbit before domestic KRW stablecoins legally exist. This shifts the framing from "should Korea allow stablecoins" to "what kind of stablecoin does Korea want to lead with" — and increases urgency on the National Assembly's issuance debate.

The KRW stablecoin distribution race: Toss and Kakao are building networks with Circle before issuance rules are decided. A card industry consortium completed a full KRW stablecoin lifecycle PoC covering issuance through refunds. Whoever controls distribution when issuance is decided has structural leverage over the issuers.

Bithumb announces IPO preparation August 3. First public commitment to financial transparency standards.

Bithumb published an IPO preparation announcement on August 3, garnering 4.5K views in the official notices channel — the first time Bithumb has publicly committed to an IPO process and the financial disclosure standards that come with it. The announcement stated Bithumb is preparing for a public market filing and will share changes as it becomes safer and more transparent. A public filing requires audit standards and regulatory compliance at levels exceeding private operator requirements. If the IPO proceeds, it would surface balance sheet, revenue, and compliance data the market currently lacks — and create a publicly benchmarked valuation for the Korean crypto exchange sector for the first time. Upbit dominates Korean exchange volume; Coinone has just completed a dual-shareholder structure with Korea Investment Securities and OKX Ventures. Bithumb's IPO announcement, in that competitive context, reads as a deliberate institutional commitment signal.

Global Context

BlackRock tokenized MMFs launch. Ondo $500M acquisition. Tether Q2 profit $1.5B. RLUSD and USDG Korean listings coincide with institutional dollar asset layer forming globally.

BlackRock launched BSTBL (BlackRock Short-Term USD Bond Fund) and BRSRV (BlackRock Reserve USD Digital Liquidity Fund) as tokenized money market funds this week. Ondo completed a $500M acquisition on July 31. Tether reported a $1.5B Q2 profit. Franklin Templeton entered the Canton Network. The Korean exchange users accessing RLUSD and USDG KRW pairs this week are the first retail interface for institutional-grade tokenized dollar assets at the Korean market entry point — the timing of the Korean listings and the global institutional dollar asset layer forming are not coincidental.
