Bitcoin traded between approximately $77,590 and $78,280 across the week, gaining roughly 1.9% by September 14. Macro headwinds — elevated Federal Reserve rate-hike expectations ahead of the September 16 decision — weighed on risk assets early in the week. The kimchi premium eased from approximately 2.1% to 0.98%, suggesting local buying pressure has moderated relative to global markets after two consecutive weeks of positive readings.

Exchange volume continued the late-August trajectory: Upbit recorded approximately $1.04B in 24-hour spot volume, Bithumb approximately $632.6M. Both figures remain well below 2025 peaks — H1 2026 combined KRW-exchange volume was down roughly 54% from H1 2025 — but the direction has turned positive since Bitcoin crossed $80K in late August.

HEMI was announced for the September 8 Upbit launch window (BTC and USDT markets) alongside USELESS and CP. Eighteen minutes before go-live, a reentrancy exploit drained 124.5 million unclaimed HEMI tokens (approximately $255K) from an immutable claim contract. Upbit cancelled the listing immediately and announced it will require a full fresh security assessment before reconsidering. Bithumb added HEMI to its trading caution list on September 9.

Korean community channels focused on pre-listing audit gaps at the project level rather than exchange fault — Upbit was broadly credited for acting swiftly. The incident reinforces that Upbit's pre-listing security review is active and consequential: a listing can be pulled minutes before opening if a security event is detected. Upbit also announced strengthened pre-listing security review procedures in the incident's aftermath.

CP (Cluster Protocol) — the AI infrastructure layer on Base connecting AI models, GPU compute, tokenised data, and autonomous payments — dual-listed on Upbit (KRW, BTC, USDT) and Bithumb (KRW) on the same day without incident. KRW direct pairs from launch signal Korean retail access from day one.
Regulation

DABA September bill targets confirmed. Stablecoin battle: BOK pushes bank-consortium model, FSC pushes open eligibility. Exchange ownership cap could force major shareholder divestitures.

The Digital Asset Basic Act remains the dominant policy story heading into Q4. The FSC has formalised plans to deliver a government-ruling party bill in September; the ruling Democratic Party stated it may convene a public hearing to accelerate the timeline if the government proposal is further delayed. The central dispute blocking passage remains stablecoin issuance authority: the Bank of Korea advocates bank-consortium issuance with majority bank control over reserves; the FSC supports broader eligibility for any entity meeting defined capital and technical standards.

The current draft introduces no-fault operator liability — operators responsible for user losses even without proven negligence — and requires stablecoin reserves to exceed 100% of circulating supply, held separately at approved institutions. The draft also includes exchange ownership cap provisions that would require major shareholders of Korean exchanges to significantly divest, repositioning them as quasi-public infrastructure. If passed as drafted, these provisions would materially affect exchange governance across Upbit, Bithumb, Coinone, Korbit, and GOPAX from 2027.
